I was surprised too when he went to the Security Council instead of just the General Assembly. I think that he was really banking on getting enough votes to push the US into vetoing the bid which would politically isolate the US, grant momentum and credibility to the PA cause and potentially open up the possibility of overturning the veto with enough GA support under UNGA res 377. If it works the PA will be able to have its cake and eat it too, but not if they can't get enough SC votes to warrant a US veto. I think that ultimately the process you laid out would have been safer and smarter for Palestine, but not the political boon for Abbas that going to the SC has been.
