If any disturbance exists between the US and Israel, it is entirely the fault of Netanyahu's trying to force a change in 42 years of US policy and offering nothing in return to anybody. US policy is unchanged from Lyndon Johnson. The Israeli government building in Arab neighborhoods and villages and across the green line is not legitimate. There is no reason for US policy to change. Expand inside Israel. You will not force a change in US policy. The congressional letter expresses support for Israel, but it does not express support for your expansion by conquest.
