In a dictatorial system with one party, one of the ways of making sure you will have a "good positition" is membership in the Party. In some cases, if someone had a "responsible" posiiton, party membership was required. It was that way in the USSR, and anyone that wanted to good reccomendation to the better school, or the better job was a member of the Kommsomol, as it was true of the Party systems in the rest of Eastern Europe. Heck, why did many young people in the "old days" of the State become members of Mapai--you would get the jobs that the people with the "blue cards" could never get!
