My comment pointed out that the Haaretz Hebrew version of this article started out with the statement that the reduction in army inductees is due BOTH to haredim and to draft dodging among the general public. I noted that that according to Globes, 48% of the public avoided army service, which is much larger than the number of Haredim eligible to serve. In fact, other than among the national religious, in the non-haredi public it is no longer embarrassing to admit that one dodged the draft--witness the pop singer Aviv Gefen (and many other pop stars) who publicly admit it.
