It's not about religion. Each quarter has parking lots. Armenian quarter residents (regardless of religion) had access to this lot PLUS OTHERS ALL FOR THEMSELVES. So now this lot is restricted to Jewish quarter residents (regardless of religion). There's enough parking. The article is poorly written to not explain how similar this is to every city's parking. Zone 2 excepted parking for residents in zone 2. Zone 3 excepted parking for residents in zone 3. Lots that are open to certain residential areas, and other lots are for other residential areas. It's the zoning of the Church land that's in dispute.
