One look at the ubiquitous "Beni Goren" math textbooks used in Israel, and you can see that the entire mathematics curriculum is based on teaching by rote. The books are geared towards solving exercises with no regard for creative thinking or developing mathematical intuition. Indeed, the Beni Goren books from the year 2010 look like they were published in some third-world country back in the 1950s. Math textbooks also guide teachers, so Israel math teachers have inadequate tools for developing mathematical skills, reasoning, and intuition.
