Simply ask the 160,000 Palestinian community there if they can live with them. They can apply for Palestinian citizenship, and if there is no violence in their past, and if they pledge to honor the Palestinian flag and live in peace with their Muslim neighbours, and if they bring in the finances required to purchase land, build a home, and live in the community ... then let them in. But the government of Israel must recognize the government of Palestine for all that to happen. And the occupation will also have to end. Then settlers can follow legal paths to Palestinian immigration.
