as Israeli governmental buildings are the west of the Old City. Aren't the bulk of Israeli governmental buildings in West Jerusalem, and haven't they always been since the founding of the State? It seems that where the "capitol" is is a bogus question. Isn't the real question going to be who gets to live in the Old City and its surrounding areas over the Green Line, and whose laws apply to those areas? That's a real question.
