Peres may have made many serious misjudgements in the past but only a fool does not evolve during his lifetime and Peres is no fool. One must not forget that the occupation which was permitted after 67 was in turn followed by a serious attempt by Israel to reach a 2-state settlement. It is clear that Peres seeks this outcome to the conflict but his position does not permit him to be as outspoken on this as otherwise he might be. I would assume that in planning his birthday celebrations, political considerations were taken into account. Yes, it is a shame that the President was not bold enough to stick his head above the parapet and have these celebrations reflect what he really believes in. But, in spite of this, one must not forget that he is one of the saner voices within Israel and this should be welcomed.
