I know of no Israeli political movement which says that all of the West Bank Palestinian population must be administered and therefore included into an annexed Greater Israel. Right or wrong, all of the settler movements advocate building settlements anywhere in Judea and Samaria, and be administered separately from the areas which are administered by the PA. The settlers are not "political" in the sense that hey are "messianic." But Netenyahu, by not stopping settlement construction (which he has was not a pre-condition in the Oslo Accords) is political: his message to the PA is that the more they wait the less land there will be to negotiate.
