The negotiations are being conducted now, and will culminate in formulating a Declaration of Intentions (Olmert's coined phrase) which will be announced at Annapolis. How can one negotiate when you also have representatives of some 30-40 nations sitting around the table? Rice announced the Annapolis meeting before she figured out the time, format, and invitees. As it turns out, this is another innovation: The result is known before the summit begins. Well, at least the invitees will demonstrate to the world that they are supporting the peace process, and the two parties to the conflict will announce there intent to resolve it. We should treasure the Annapolis summit. It involves innovations which may not be used again in our lifetime.
