"Palestinians or Palestinian Arabs are certainly neither race nor nation. They are community. Community of Arabs singled out by their breathen in order to fight Jews." - Bruce Palestine was an administrative region set up by the British from part of the Ottoman Empire. It, like Syria/Lebanon was part of a deal between the Brits and the French to divide the region into spheres of influence. During the period of British mandate the residents of the region were deemed "Palestinians" by the British and the term was used by Jewish Palestinians to describe themselves. After the War of Independence, refugees from Palestine were kept in 'refugee' camps by Egypt and Jordan. The Six Day War resulted in those refugees being in occupied territory. Eventually Egypt made peace with Israel, eschewed any responsibility for Gaza and Jordan gave up all claim to the West Bank. Meanwhile the Israeli occupation forged the residents of Gaza and the West Bank into a new nationality - Palestinian.
