They were, at the very least, the "justification" for the Arab governments to create the conditions that made the Jews refugees. It could also be argued that if the Arabs of Palestine had accepted partition, rather than enlisting all the Arab governments of the time to fight to "liberate Palestine" (i.e., to destroy Israel), there might never have been the desire to expell the Mizrahi Jews from their countries of residence...
