Is this the military wing that agreed on a deal? or the political wing? Are these the guys who answer to Haniyeh, or the guys who answer to Meshaal? What about all the other guys that don't seem to answer to anybody? They may want a cease-fire, but all it takes is one of those groups of hot-heads not going along, and it's no good. They don't have enough control of their territory to speak for all the militant groups. What kind of assurances can they offer that half a dozen militant groups don't disagree?
