Which benefits Israel more? Fortunately that is a question Israel does not have to answer, because they will get both, with just the slightest time delay. Just like owing a huge interest debt to a mafia lender, the payments soon become so big that the original loan seems a paltry amount. If Obama were any negotiator, he would pull the plug on all programs and assistance within his purview until the usurpation of post '67 lands stopped. From the Israeli point of view, every day that they can put peace off is another day to secure more land, so while peace negotiations are never far away (after all, they have so many tangible benefits) actual peace remains as far, or further than ever.
