"Didn't think so." Why not? Israel can create an Israeli/UN liason unit, and that unit can handle the allocation of cement to the UNRWA for specific civilian projects. The further supply of cement by Israel can then be tied to adequate reporting back to that liason unit by the UNRWA staff on the ground, and all it takes to check on the accuracy of those reports is for the Liason unit to ask the IDF to send a drone over to check out the pace of construction. Hardly a difficult task, however tedious or cumbersome.
