Investment won't be attractive until there is a great deal more legitimacy to Palestinian governance. Instead of not having a state but asking the U.N. to "approve" one, Abbas should have just said "Here is our state" and issued passports to every citizen etc. If a complete governmental infrastructure existed, recognition would come from other countries in a more tangible way and peace talks with Israel would be fast tracked. Then investment would probably be significant.
