Hitler via the Nazi party created a terrorizing state. He began with terrorizing Germans of all classes and religions who opposed his thirst for unbridled power; he terrorized the poor, the weak, and the defenseless as well. And eventually he eliminated all opposition via terror, torture and murder. His actions were framed within an irrational ideology, but regardless of its distance from reality it harnessed the energy of the German nation to participate in the most heinous actions in human history at that time. When the history since the end of WWII is studied one can only conclude that nothing has changed. States continue to engage in terror either openly or secretly.
