The stealing of the secret documents whether 2000 or 700 & their possession outside garded premises put the country at greater risk. This cannot be denied even if the the users of the stolen documents had noble motivations to justify (in their minds) their actions. Whether the long term risk to democracy (by not revealing shanigans of the military/intelligence establishment)is more important than the immediate risk to the nation's security is certainely not a clearcut notion. It would not be surprising to find a majority of people believing that when Israel's survival is threatened by the likes of Iran & its proxies, real risk to life primes potential risk to democracy. Blau & Kam also put themselves at risk of becoming targets of foreign agents interested in what they have memorized if not kept from the secret documents.
