He said he did not have the authority to decide whether (or not) Palestine is a state as per the Rome Statute, but the UNGA does. But such a decision by the UNGA doesn't make Palestine **into** a state i.e. it would be a recognition that Palestine **is** a state. And that would mean that Abbas can give the ICC jurisdiction over crimes going as far back as 1988 (which, of course, is when the PLO declared the state of Palestine).
