Or someone of refined taste. it can be used as an insult, to mean that someone is an elitist, or the type of person who sticks their nose in the air and doesn't want to deal with the more "down-to-earth" reality. Of course, that's how Lieberman intends it. The Right always accuses the Left of being "elitist," even when the Right is in power and controls the money, finances and oil of the world. Apparently Lieberman uses it even more freely, accusing fellow Rightists of elitism when they disagree with him. As usual, it's just his cheap demagoguery.
