Halkin's comment assumes two things: that the Women of the Wall are rational modern people; that the Orthodox who object are irrational and superstitious and therefore cannot be "reasoned" out of their point of view. Since the WoW are reasonable, they can't possibly care as much about their demands than the Haredim care about theirs. I don't agree, but that's what is really going on here.
