    So despite that "...Justice Ministry's investigation unit .. [said] it was possible that Jilani's conduct was not deliberate and that he did not intend to run over the security officials. " and "With regard to the allegation that Jilani was shot a second time at close range, investigators said the following: "That fact became known only during the course of the investigation and the [Border Police officer] who fired acknowledged this [although not at the beginning]." " So the authorities have a confession from the Border Police that they shot and killed a man who was already wounded and who it is now admitted may have only accidentally run into the police in the first place and yet still have decided to close the case for lack of evidence ??? Bizarre.
