If Israel were smart, and I think that they are, they would release the convicts on parole instead of pardonning them. That way they are released on 'time served' which does not complete their sentence in Israel. Therefore, if they show up in Israel again before their full sentences expire, they can be re-arrested and confined until the balance of their sentence is served. Such an arrest does not require any additional warrants or legal process. It is purely an administrative action taken by the arresting Officer.
