    Israel is so blinded by its own propaganda claims, it spouts gibberish sometimes. It can build in W Jerusalem proper, no one is objecting to that. But 'proper' means within the city boundary that existed until 1967 - NOT the illegal, land-grab boundary Israel unilaterally imposed in that year! It was illegal because Israel is only the OCCUPYING power, it has no legal authority to interfere in the civil administration, change civic boundaries, impose Israeli domestic law there, annex land or build jew-only homes on occupied territory. Let's spell it out simply for Peres: All Jew settlements built on seized Bethlehem gov. land are illegal - Gilo, Givat HaMatos, Har Homa etc. Alll those built on seized Ramallah gov. land are illegal - Ramot Shlomo, Ramot Alon, Pisgat Ze'ev etc. All built in the municipality of E J'sem are illegal - Ramat Shlomo. Ma'ale Dafne, E Talpiyyott etc. Because they're illegal, you CAN'T build more settlement units there. Is THAT plain enough for him?
