No question the road being undertaken is the right one but what will happen when a shelf agreement on final status is reached and the Palestinians demand to actually carry it out within a few months? It is clear that they cannot do it and that there will not be a coalition in Israel which is strong enough to carry out the removal of settlments. For this reason it is important to agree today that as soon as the current negotiations yeild a final status agreement, there will be negotiations on a detailed staged implementation plan which will allow an orderly controlled transfer of power over the West Bank from Israel to the Palestinians so that each of the steps of this process can be monitored and carried to completion befor the next step is undertaken. Without this the risk to Israeli security is too high and the process will die one way or another.
