If "fears of false intelligence" prevented Bush from attacking Syria's nuclear reactor in June 2007, then Bush didn't display much confidence in his own intelligence agencies or in the IAEA (Intl. Atomic Energy Agency), because both of those bodies had identified a nuclear reactor in Syria. Three months later Israel undertook that attack Bush had shied away from (Operation Orchard), and the IAEA confirmed in April 2011 that there was indeed a nuclear reactor at that site.
