This statement was not intended with any irony, as far as I can detect, and is truly breathtaking. When Arafat showed high popularity in polls, it was nonetheless acceptable in US/Israeli discourse to advocate replacing Arafat with "democracy". "Democracy" refers simply to any regime that is acceptable to Israel.
