It doesn't look like a blockade to me. Since the end of the IDF operation in Gaza (18 Jan 2009), 703,224 tons of aid and 105,600,128 liters of fuel have been delivered to the Gaza Strip. And even during the Gaza operation last year Israel delivered more than 37,000 tons of humanitarian aid on 1503 trucks, and 1,535,750 liters of heavy duty diesel for the Gaza power station. In any case most of the electrical power comes directly from Egypt and Israel, even though the Palestinians fire rockets at the Ashkelon power station.
