You raise a very important point. I think you will find that decades ago there was a much higher enrollment of foreign students, especially from African countries coming to study in Israel. Far fewer today. It may well be language barriers, administrative demands that are hard to meet and then political reasons that many students simply do not agree with the politics of the Israeli government and therefore do not want to study there.
