Under Apartheid, people of different races were supposed to have "separate development." In practice, this meant that whites received public services that were either denied to blacks or, if provided at all, were clearly inferior. Blacks who had land in areas designated as for whites only were forced to leave it. Blacks were denied civil and poltical rights, except in the Bantustans that were established for them in marginal areas of the country. Blacks could not use public facilities reserved to whites. Whites had a monopoly on the use of force by the military and police and used it against blacks with impunity. How is this so different from what is going on in the West Bank?
