Unless there is real security in the Wesy Bank, Israel cannot start any movement toward dimantling settlements and troops. The most difficult part of this process will be finding men who are loyal to the PA, but who do not come from its most fanatic elements. In other words, such a security force would have to be built on the notion of one authority, and a force that answers to political leaders empowered to speak for the people. If such a force, independent politically, yet loyal, cannot be produced, the West Bank might become the new Iraq, with internecine warfare, and an end to any peace process.
