Some. Perhaps 1/3 of all Germans were rabid supporters of the Nazis. At least that many went along with what was happening for all the usual reasons. A smaller percentage loathed the Nazis but were - quite rightly - afraid to stand up. How does this differ from America or Israel today? Our societies are controlled by the same kind of right-wing fanatics as Germany was, but democracy still restrains in a fashion it could not after Hitler came to power. Some Germans were Victims of the Nazis. More were rabid believers in the entire master-race right to take all they wished dreams of Hitler. Even more Germans went along, so long as the Nazis were winning. ignore what is going on beyond that separation barrier. Don't ask what that smoke rising from those chimney's is. Be a Good Israeli.
