stepping on colleagues feet is never a good thing. it tends to be interpreted as dissension in the ranks. not to mention the obvious diplomatic repercussion of his verbal diarrhea. even if he believes this, it should be kept quiet as his words are travelling and have consequences for a country not for an individual. he's not talking to a friend at the bistro in the streetcorner. he was given the wrong job, the job description seems to be either way misunderstood or the execution elusive.
