Begin was willing to walk away from any prospect of an Egypt/Israel peace treaty because he couldn't bare the thought of giving up those Sinai settlements. Carter twisted Begin's arm until he agreed to change his mind. So, yeah, Carter's position regarding Israeli colonies on foreign soil is well-known and perfectly consistent; if Israeli colonies are in the way of a peace agreement then THEY have to go.
