israel's civil law must apply to every person regarding incitement. however, the civil law cannot decide what halakha rulings are legal. the very separation of state and church would oppose decisions that would interfere in religious matters. if halakha could be declared illegal, so could rulings by non-jewish authorities. such would be unimaginable.
