Whilst we need to improve security systems we also need an effective deterrent to stop people wanting to hack into Israeli systems and the solution to that is limited targeted assassinations. If there is a major incident like somebody stealing thousands of credit card numbers then the solution is to track them down and make them vanish forever. On the record Israel says it wasn't us so can't be any diplomatic backlash but everybody is going to know the truth and it will make at least the opportunists who want to attack Israel using their hacking skills but have no desire to become a martyr think twice because they know what happened to other hackers who hacked into Israeli sites. Targeted assassinations of hackers is the nuclear bomb of the cyber world as long as the hackers know they could be next if they attack an Israeli site they won't be so quick to do it. We need to scare the hacking community and that means unofficially going on the offensive Cyber war is real and that means we have to fight dirty.
