Ne'eman was appointed to the post of Justice Minister as a result of a deal between Netanyahu and Lieberman. This means that Ne'eman is untouchable as long as Lieberman continues to support him, and his actions so far just make Ne'eman dearer to Lieberman's heart. This is a coalition government, and Netanyahu is powerless to fire neither Lieberman (a more deserving diplomatic klutz) nor Ne'eman. The good news: Lieberman will be indicted soon and we will be rid at least of him. But if his party remains in the coalition, Ne'eman will also stay. Too bad.
