The Tourism Minister instinctively picked up on the Jewish/Israeli instinct to do good and be merciful. To pay the way for these people, as many of them as wish to come (not all will) is also good PR for Israeli tourism and pays off. This is not a waste of money, it is both kindness and a good investment. Other money can build roads and feed the poor. YOU give money to feed the poor. I do. If we all do, the problem gets solved.
