Dr. Selby is only one of the many experts who have evaluated the situation and he is only presenting his opinion. Since he seems to be firmly on the side of the Palestinians, then I wouldn't expect him to claim otherwise. The fact remains that the joint committee is the only way to ensure that the Palestinians receive the water they need. And it would be even better if their leaders would consider negotiations with Israel as preferable to the current stalemate. They are as guilty as the Israelis concerning the political situation. We need to remember that there are TWO Palestinian areas, governed by political parties who hate each other almost as much as they hate us (the Israelis). I wish we didn't occupy their land but they need to understand that without negotiations, there will be no settlement.
