Do you know how much death there would be if the police stations in Israel were targeted? How about if the Kirya and any other military bases or barracks, which are situated INSIDE of downtown Tel Aviv, were targeted? Trains, buses, cars that carry one "militant" i.e. armed IDF soldier, would be valid targets? If you justify the IDF's lack of specificity and ustilize their "definitive military advantage" calculations - you'd see whole swaths of what you call "civilian" Israeli population targeted. Think about it from the other side - Israel might not always be on top. That's what Int'l law is for.
