It will go like this: Palmer will say (correctly) that Israel filled in all the required paperwork and made all the required announcements when it instigated that blockade, and Israel will seize upon that and claim this means the blockade was "legal". It will mean no such thing. After all, a building inspector can declare that I have built my house to all the required standards; that it is, indeed, a beautifully-built house. But that can't make my house "legal" if I built it in my neighbour's backyard.....
