Over the decades, Israel has managed to put less than 500,000 settlers into the west bank. This is not rapid progress. This is not because they are shy about claiming land or building on the land. It is because there are not enough Jews available to become "settlers". Over the past few years, "conversion" has become a hot button issue. There was even such a thing as "express conversion". Once a person is recognized by Israel as being a Jew, they become eligible for considerable incentives if they choose to live in the settlements. Although not all Israeli Jews would accept some of these converts as fellow Jews, the converts can be used as "place holders" in new settlements until more authentic Jews are available. . Their final status can be revisited years from now after their usefulness is at an end. In Israel, every major political battle is related either directly or indirectly in supporting the IDF or the settlers.
