    Ever since Truman, US presidents have assumed the power to send the US to war without a declaration by the Congress. Kennedy and Johnson did it. Nixon did it. Reagn did it. Clinton sort of did it. George W Bush did it big time and Obama has already done it too. Constitutionality has not bothered them in the least. We thought that Viet Nam had restricted Presidential misuse of the military, and now believe that the Iraq debacle will. Lots of luck. Congress is never going to stop the Pesident until a powder keg like Viet Nam finally explodes, especially since we now have an all volunteer Army and an unemployment rate to force lots of "volunteers". Since Obama has already shredded the Constitution with his secret kill list without a shred of Due Process, do not think that mere Constitutional restriction will stop him if there is political gain in it, or that the craven Congress would act to prevent it.
