Bibi, Livni, Barak, Liberman and most politicians who are serious about the 2 state idea want to transfer part of the arab population from Israel to the palestinian state but we should not be rushing to the UN about it before talks have even got off the ground because the UN is not and never has been a friend of Israel. The most logical way to achieve this population transfer is by land swaps. Areas that have large arab populations which are not vital to Israel we can trade with the palestinian state. Nobody has to move all that happens is the arabs loose their Israeli citizenship and gain citizenship of the palestinian state. Libermans idea of trading settlers for arabs is a good one in theory but in reality it harder to achieve. Liberman certainly though should not be going to the UN at this stage all it will do is get the palestinians saying we won't accept population exchanges, the arabs in Israel will start shouting how they won't accept it, Obama, the Europeans & arab states won't accept it and the likes of Peace Now will condemn the idea making it much harder to actually do anything when web are actually in a position to do anything about it.
