This was surely achieved through occupation and political change. Bielefeld where I live is still a town with several British military training areas and a hundred meters from this computer, British soldiers are living with their families. It is surely this partial cultural change which also lead to a refusal of war as a political means: I'm far from looking at the dead bodies of Lebanese kids with indifference. Even if I see Israel's need to self-defense, it is the task of the West and the East to look for ways to avoid that such things happen. War is never holy and never victorious. Instead it means total FAILURE of more civil means and is the situation where even the basis of everything else is beginning to be directly threatened: human life.
