Jordan conquered the West Bank in 1948 and occupied it illegally until 1967. Why didn't Jordan create a Palestinian state during that time? Why didn't the Palestinians demand that Jordan create a Palestinian state? The West Bank was defined as part of the land allocated to the Arab state mentioned in UNGAR 181, so Jordan had every reason to create that state, rather than annex the land, as they tried to do in 1950.
