    UN resolution 242 requested negotiations for determining secure borders for Israel. So far Arabs have refused to make any compromises to their requirements. Their clear target is to get UN to determine the borders along to 1967 lines and result would be that in a short while there would be hostile armies of Syria, Hezbollah Hamas and PA ten miles from Tel Aviv. Quartet intends to create a war instead of peace. In March the quartet still talked about 242 but in July only about Arab "peace" plan requesting complete capitulation of Israel to Arab demands. Fruitful way of helping peace process would be to force Arabs to negotiate. When Arabs "negotiate" from strenght which happens now with western support, they dictate and demand Israel saying yes to everything. Arabs keep on saying up till now that they will not make any concessions. Israel has legal right to build in the WB based on earlier international agreements and confirmed by UN Charter.
