    Money is put in an esgro account , where the Egyptian military puts in orders for military hardware from a pre-approved list of US weapons manufacturers/equipment . The money goes directly to said US companies and Egypt gets the items . The reason for the aid is to entice Egyptian army to stay loyal to the Camp David Accords for the benefit of Israel and that they will continue to cooperate to curb any military resistance to Israel from the Sinai and to keep Gaza hemmed up. No castles in Paris for the generals since there is no cash flow.....
