All the territory you mentioned is UNIVERSALLY recognized as being the sovereign territory of the United States, and it is axiomatic that a state can not "occupy" its own sovereign territory. Compare and contrast, Yos.... not one single solitary nation recognizes Israeli "sovereignty" over even an inch of territory over the Green Line, nor does a single country on Earth regard Israel's status w.r.t. territory over the GL as being anything OTHER than that of an "occupying power".
